Adam Neil litigates commercial disputes for both large and small businesses across industries and brings more than 20 years of experience trying cases and handling appeals in both state and federal courts. He focuses his practice on complex business litigation, tax controversy issues, and state procurement litigation.
Adam’s experience covers approximately 50 trials in state, federal, and administrative courts before juries and judges, where he has represented individuals, businesses, and the government. He has argued and briefed over 20 appellate cases and appeared in U.S. District Court for the District of South Carolina, the Fourth Circuit Court of Appeals, and at all levels of South Carolina state courts.
As the former managing counsel for litigation at the South Carolina Department of Revenue, Adam provided leadership and direction for all litigation and potential litigation involving both tax and regulatory issues. He was also personally involved in the trials and appeals of the most complex of the department’s cases. He then served as the deputy director of Tax Policy Services, where he advised the department’s director, taxpayers, and the general assembly on a variety of tax and regulatory issues.
While at the department, Adam worked closely with the Alcohol Beverage Licensing (ABL) division on issues related to licensing, regulation, and enforcement. This experience serves him at Parker Poe, where he represents manufacturers, wholesalers, and retailers on ABL administrative issues and litigation.
His procurement litigation experience is informed by his time in the office of general counsel at the State Fiscal Accountability Authority and as one of only two state employees serving on the South Carolina Procurement Review Panel. Panel members are appointed by the governor. The panel serves as an administrative tribunal that decides disputes between bidders, vendors, and state agencies involved in the public procurement process.
