Deb Stern represents health care clients across all their litigation, administrative proceedings, and regulatory needs. She navigates her clients through the challenging health care regulatory framework and advises them on risk mitigation. As an experienced litigator, Deb uses her knowledge of litigation risks and strategies to advise clients on minimizing exposure. When the need for litigation arises or when litigation adds strategic value, Deb relies on her extensive experience advocating for health care entities and providers in court to effectively represent their interests.

Deb counsels all types of health care entities, including hospitals, ambulatory surgery centers (ASCs), physician practices, community mental health providers, nursing homes, adult care homes, home health, home care and hospice agencies, and individual providers. She has a particular focus in the areas of health care facility licensure and surveys, state and federal government investigations, Certificate of Need (CON), Medicaid and Medicare regulations and audits, involuntary commitment, and HIPAA and other privacy laws. Deb also represents providers before professional licensure boards including the North Carolina Medical Board and North Carolina Board of Nursing.

Outside of work, Deb serves as an adjunct professor of law in the University of Pittsburgh School of Law’s Health Care Compliance Certificate Program, from which she also graduated. She also serves on the board of directors and several committees of the North Carolina Society of Health Care Attorneys.

Early in her legal career, Deb honed her advocacy skills litigating on behalf of indigent clients as an attorney at nonprofit legal services organizations in New York. She maintains an active pro bono practice at Parker Poe.

In law school, Deb served as executive editor of the Temple Political and Civil Rights Law Review. Deb is Swiss-American and speaks fluent German.
