Rebecca Joyner helps local governments take an idea and make it a reality. She has over 20 years of experience advising North Carolina local governments on public finance alternatives, serving as both a counselor and an advocate to bring the funding for large-scale public projects to fruition. In addition to her public finance work, Rebecca is recognized by her peers within Parker Poe for her strategic approach to leadership and finance. She currently serves on the firm's board of directors and chairs the firm's Finance Committee.
Rebecca serves as bond counsel for North Carolina local governments, advising on tax-exempt and taxable financings with a particular focus on general obligation bonds, limited obligation bonds, special obligation bonds, and enterprise system revenue bonds. Rebecca also assists clients with short- and long-term and fixed and variable rate security structures. She represents private schools, charter schools, colleges and universities, as well as other nonprofit institutions across North Carolina in the issuance of tax-exempt securities and loans as both bond counsel and borrower’s counsel.
In addition, Rebecca regularly represents financial institutions lending to the municipal marketplace, serving as underwriter’s counsel, disclosure counsel, and bank counsel in connection with the offering and sale of municipal securities and direct loans. In addition to her traditional public finance practice, Rebecca has experience with special assessment revenue bonds, tax increment financing (TIFs), and other project-based financing tools.
Rebecca has extensive experience with the North Carolina Local Government Commission, where she has worked on complex public financing projects, including multi-jurisdictional projects and public private partnerships. She also reviews interlocal agreements, and other documents, for financing parties and provides guidance on approval procedures.
Rebecca has been recognized by her peers with her induction as a Fellow in the American College of Bond Counsel (ACBC), which is by invitation-only. ACBC recognizes lawyers who have established reputations among their peers for their skill, experience, and high standards of professional and ethical conduct in the practice of bond law.
In addition to her legal experience, Rebecca has extensive experience in municipal bond financings after six years as state lead for local creditors with Moody's Investors Service. In this role, she analyzed bond offerings issued by cities, counties, school districts, and special districts located in North Carolina, South Carolina, Virginia, Georgia, Florida, and several states in the southwestern United States.
